Hard button conflicts.

I've found another anomally. Codebases attached.

As soon as I assign a function to a Hard Button, NRD
assigns that same function to the same button in all
codebases.

Easily demonstrated, I assigned SELECT to the center button
in the codebase DVD. NRD forced SELECT into the other two
codebases (SAT and TV). If I change the center button
assignment in SAT from SELECT to ENTER, NRD forces all
three asignments to ENTER.
